Do I need to be LICENSED to be a Home Based Cruise Agent? In order to be a home based cruise agent do you need to be licensed? Rhode Island is the only state that requires home based travel agents of any kind to be licensed as such. Otherwise, the answer is an emphatic no! However, some local governments (counties, towns, cities, etc.) might have license requirements for those operating ANY home-based business, which is more a "tax" than a license. The local governing bodies use these fomalities to keep track of businesses operated in residential neighborhoods. You shouldn't be worried that you can't run your business from home, as the main concern is that you don't start a business involving hazardous chemicals, etc., or that might bring large volumes of traffic to your home These types of regulations are not universal.
